16 FUNDING RESOURCES FOR LANGUAGE LEARNING School districts and schools can draw on funding from an array of federal and state programs to support language learning. And the good news is that annual funding levels for most programs are at all-time highs. For example, over the past five years: • Title I funding for disadvantaged students has increased by 12% and now totals $18.4 billion annually. • Title III funding for English language–acquisition programs has increased by 13% and now totals $890 million annually. • Title IV block grant funds for academic enrichment increased by 15% and now total nearly $1.4 billion. In addition to annual program allocations, many school districts have COVID-19 relief education funds to spend. This funding supports learning recovery initiatives and many other programs, including language learning. While relief funds must be obligated by Sept. 30, 2024, many districts can spend these funds until early 2025 and in some cases, districts have been granted waivers to extend spending until early 2026.
